Due to dart-lang/sdk#53992, we are getting different analysis results on macos (what most of us develop on locally) and linux (what the "main" CI check runs on). This PR creates a new CI job that only runs the
devtools_tool analyzecheck on macos. We can remove this once the linked issue is resolved.
