Upgraded Azure runtime from ~3 to ~4 and Node version from 12 to 18 (the latest working version. Node 20 breaks functions).
Upgraded outdated node packages to the latest available versions. Some upgrades will break the build, so those outdated packages are kept until the code is updated.
Integrated core repo (release 3.5.1, the latest working version. 3.5.4 not working) into fortigate-autoscale-azure. No need to make 2 releases if we need to make any changes to core functions.
