A: Not exactly. This means that you've reached the limit of the precision offered by the math chip on your PC - the area you're looking at is now so small that differences between adjacent pixels are too small for the processor to deal with. Some fractal programs support arbitrary precision math, which increases this limit, but this isn't implemented in Gnofract 4D yet. (If you're a programmer and you feel like adding it - let me know!)
A: There was a bug in Gnofract4d 2.0 and 2.1 where if you downloaded a parameter (.fct) file someone sent you, they could have snuck some evil code in it and Gnofract 4D would run that code. I actually found the bug and fixed it in version 2.2, but a security company 'helpfully' decided to publish an inaccurate advisory claiming that it affected all versions. So if you use 2.0 or 2.1, upgrade. Otherwise, don't worry about it.
