"Updating schemas" documentation needs updating

The documentation for updating the schemas (https://github.com/ga4gh/compliance/blob/master/docs/UpdatingTheSchemas.md) needs updating to protobuf. As is, it's not clear to me how to switch compliance to use a particular version of the schemas (corresponding to a specific commit, not necessarily a tag).
