starter kit update to DRS 1.4.0

Currently the starter kit uses DRS version 1.3.0-experimental... aka it is not compliant with the 1.3.0 spec but has some functionality added that may or may not make it in version 1.4.0. I'm opening this issue to track the work needed to bring the starter kit to version 1.4.0 of DRS in time for the 2023 Plenary.

A good starting point would be to align to the DRS feature branch here, which should be close to what's released for 1.4.0:
