This proxy should allow to seamlessly change contract that's responsible of running ethereum light client but still allow to request data from previous light client programs that've been ever deployed through it. This migration can be caused by various reasons, but main use-cases are:

  1. Keeping up with ethereum updates
  2. Deploying new program when old one runs out of memory

Also this proxy will allow us to have single exit point from ethereum->gear low-level protocol
