Getdns no longer builds on Windows #537

There is a regression in b181782 commit where ifdefs for HAVE_SYS_TIME_H has been removed and strings.h is included instead of string.h.

There's also some calls to write instead of send in stub.c, calls to close in anchor.c, mkstemp.c is broken as well.

This causes getdns build to fail on Windows or crash on runtime.
