Replace proto submodule with go pkg generated in gauge-proto #63

  • update release workflow
  • add update_version.py to automatically bump version
  • bump version -> 0.3.0
  • fix build scripts to include darwin arm64 builds
  • fix make.go
  • bump version -> 0.3.1
  • remove gauge_messages submodule and use go pkg
