Add Changelog

[HazAT]

This is the first functional version of our new Changelog. It already has a login and you can create and manage entries directly in the web UI.

There are still some rough edges, especially in code since I never had more than 30mins straight to make it "nice" - so again the code is function and for sure can be refactored :)
I probably also do things one shouldn't do with Next.js (or at the very least do differently).
There are a few things still need to do, I capture a few nice to have's.

Before Ship:

• Add single (hero) image upload for changelog
• Change url/domain to sentry.io/changelog
• Performance/Speed?

Nice to have's:

• Don't use custom buttons/other elements us radix/themes fully
