User story

AS A developer
I WANT to perform backups to Tencent Cloud
SO THAT we ensure durability of dataset files in the short term

Acceptance criteria

GIVEN I have uploaded dataset files
WHEN the files are made public
THEN they are added to the list of files to be in the next backup to Tencent COS

GIVEN I want access to public dataset files
WHEN the files are lost due to an incident on the main storage server
THEN I can retrieve the files from Tencent COS
