Why:

Closes: #35001

What's being changed (if available, include any code snippets, screenshots, or gifs):

Update hyperlinks to be more consistent with other references in docs.

the devcontainers/images repository -> the devcontainers/images repository
the README for the python feature -> the README for the python feature
