@jadams100 Thanks for opening a PR! This one may be a case of legalese not reading like normal English, but I can definitely check in and make sure it isn't a typo.

Edit: Sorry, it's Monday and I am apparently not scrolling down enough. I only saw the typo fix at first. Most of the rest I'm afraid we can't accept, because site policy docs go through our legal team, not our docs team, and they don't accept suggestions other than typo changes for legal reasons. I can pass on general impressions if you think the wording is confusing, but no guarantees on whether they'll act on that. I do see one "to" in the bottom section that does look like a typo. The "the" before "Education Partner" seems to be dropped consistently, and I can only assume that's for arcane legal reasons.

The missing "to" is certainly necessary for proper English grammar. I can appreciate not include "the" for the presumed "arcane legal reasons", although said legal reasons do no justice to the readability of the document. ;) Feel free to close my pull request.
