This PR fixes a few issues with the current docker file.

First: ghcup runs in interactive mode, so it fails to install the tools. Apparently this wasn't an issue a few months ago, but it is now.
The cabal and stack commands should be run after building the container not while building it. That's why I've moved them to .gitpod.yaml
