- Use YAML based config and move report + lint into Outbreak class
- Add mistune for markdown -> html generation
- Add date based includes support
- Add python-dotenv for .env loading

Includes can be in HTML or markdown. Data includes can also be specified as YYYY-MM-DD.yml. Includes are read from outbreaks/<outbreak>/includes mpox-2024: add footnotes
