Use Poetry to manage the client package.
Migrate a to a src/ layout.
Eliminate the test/ directory that required sudo to run.
Fix coverage reporting during parallel tox runs.

We're discussing this -- there was a misunderstanding of the target dists, which needs to be addressed.
