SMC-1036: Update @gluwa/evm-network-test tool

should be more table and not time out when the network is slow, see SMC-1036

  • The positive scenario is exercised
  • Negative scenarios are exercised, e.g. assert on all possible errors

• Modified behavior/functions - try to make sure above test items are covered
