New Tooltip System, now supports circular areas.

Circular regions should now be pretty close to the correct size.

Improved General Configuration tab layout.

Fixed other plugins being unable to place flags or gathering areas on the first try.

Added Ignore Escape Key option.

Added Center Map option that centers the map in the window and zooms out.

Added precise size and position sliders, double click to input specific pixel values.
