Allows EvalTabComponent to be overridden using a dependency injection token. Uses createComponent() to programmatically set the injected EvalTabComponent because ngComponentOutlet doesn't properly support input/output bindings: angular/angular#63099 Also fixes issue where evalsets aren't loaded when tab is clicked PiperOrigin-RevId: 821440257

Also fixes issue where evalsets aren't loaded when tab is clicked
