Split detailed user guide from README to new file

Created a separate file `docs/user_guide.md` to house the detailed code
samples and sample code as it's too low-level for the top-level README.

Added a reference from the README to the new user guide; also added a
note on licensing in the README since that's one of the questions a user
might have when considering whether or not to use this client library.
