Loops drain stop require more fine grained control than actors gave. This touches a fair amount of lines but the code is mostly changes to signatures and different types.
The loop when drain stop is called will no longer get new signals but will try to send existing ones. This is prep work for dynamic sharding, but also does best effort sending after configuration changes.
