This PR implements a poll item caching mechanism and also implements a vote contract signal from the core wallet wired up to the voting model and poll table model in the GUI. There is now a "stale" flag in the Poll Item and a poll item map to store previously processed polls. This stale flag is set to false when a poll item is (re)built for display in the GUI, and reset to true for an individual poll item when a vote is received by the node that is for that poll. Refreshing the polls in the GUI first builds all of the polls on the initial run, and then thereafter will only refresh polls that are "stale". This improves apparent performance of the poll system in the wallet. Each poll card has a prominent "stale" indicator that will indicate when the poll data is stale, and will be shown when triggered from receipt of a new vote for that poll. The table view has a column for the stale flag.
