Heroku Deploy

This is a very simple GitHub action that allows you to perform heroku run with a custom command.

Entirely based on https://github.com/tiltshift/heroku-promote-app.

This action has been modified to allow seeing the output of heroku run actions.

To test out this action run yarn test
