Fixes #10628. Follow on from #9578. The haddocks are not rendering well. Some
@blocks should have been laid out as-is. Haddock literal text>does that.To test, run
cabal haddock cabal-install-solverand check the rendering. I'm looking atfile:///.../cabal/dist-newstyle/build/x86_64-linux/ghc-9.10.1/cabal-install-solver-3.15.0.0/doc/html/cabal-install-solver/Distribution-Solver-Types-ProjectConfigPath.html
