Smaller runners are more plentiful

Note: The runner numbers in the Quip are the max pool size, not the minimum or target. GitHub have something like an ASG and when using custom runners only allow users to control the max size. In practice, it seems all the pools scale to zero or one if not in active use (and have slower spin up when mass triggering jobs).
