Expected behaviour

German map has not the right counties

Actual behaviour

There are some fusions of counties, which are not considered in the german map, you offer

And: "Bremerhaven" has a bold border, but "Bremen" has only a thin border. It would be correct if both were bold bordered , because "Bremerhaven" belongs to the state "Bremen". That two counties are one state , to which also different data must be assigned.
