Map of German states: Bremen displayed incorrectly

Expected behaviour

Selecting State Bremen, both cities of Bremen and Bremerhafen should be displayed together.

Actual behaviour

Selecting State Bremen, only Bremerhafen is displayed. The city of Bremen is wrongfully assigned to the state of Niedersachsen.
