Fix costs in energy csv download #23322

Proposed change

The energy CSV download was only dumping the cost statistic if it was using a price sensor/static price option. If the cost stat was configured manually (entity tracking total costs), it was missing.

This fixes so that all variants of cost statistic are dumped to CSV.
