This fixes the db_create.py helper script being unable to import modules from whois.

#81 can make docker container build successfully. Merging it will help with CI pipeline. |

This contains some fixes to the whois as well as the rewrite of the guide for the local setup. Following the steps from the guide I was finally able to setup the development environment locally.
