Region map editor fixes #598

Fix the Add Region Map... button not updating the tracked JSON data, so when the file is saved the changes are discarded.
Allow users to access the reconfigure region maps menu if the region map editor fails to open
Fix crash if region map tileset file is missing
Fix crash if region map tileset file is too small
Stop reporting errors if user declines region map editor setup
Clean up a few existing error messages (providing file paths, redundant messages, etc.)
