[OV] Raise exception when some compression parameter is given, but weight format is not

It's possible that a user may specify some compression parameter, like --sym, but not provide --weight-format. In this case we currently ignore such compression parameters and provide a warning. This was added in #861.

However, this still seems to lead to some confusion. So raising an exception is added in such case.
