feat: batch processing for confirm queue operations

Description

Implemented batch processing for operations in the confirm queue to improve performance and reduce the number of individual push operations.

Changes

• Removed TODO comment about pushing multiple messages at once
• Added batch processing logic in confirm_operation function
• Reuse existing max_batch_size parameter for batch size limiting
• Maintain existing operation status and reason when pushing back to queue

Testing

The changes maintain existing functionality while improving performance through batching.
No breaking changes were introduced.
