Socket Error on Windows

If you receive the following error on Windows:

An attempt was made to access a socket in a way forbidden by its access permissions

The likely cause is that the port is being claimed by an existing Windows service that binds to port 554. Go to Services.msc and disable "Windows Media Player Network Sharing Service."
