What does this PR do?
Update the package description to read information from
README.mdrather thanREADME.rst. We will therefore only have to maintain one README file. The restructured text inREADME.rstwas broken and raised error "HTTPError: 400 Client Error: The description failed to render in the default format of reStructuredText. See https://test.pypi.org/help/#description-content-type for more information. for url: https://test.pypi.org/legacy/" on upload to pypi test.Link to relevant issues
Following up to #156, those changed had to be included to release nidmfsl 2.2.0.
