Fix Medidoc report parsing issues

[make-github-pseudonymous-again]

Was fixed in medidoc v1.2, so all we needed to do was to upgrade the dependency.

Fixes the following GH issues:

• Fix Medidoc documents fail to parse when national numbers are typeset using . as a separator #1119
• Fix Medidoc reports fail to parse when the title line is empty #1120
