Fix: era markers and pool tools for Cardano 10.1

This PR primarily updates the era markers runbook and pool tools in infra to ensure compatibility with Cardano 10.1.

Documentation Updates:

• docs/runbook/era-markers/README.md: Updated various Cardano CLI commands to include the CARDANO_ERA environment variable for querying UTXOs, building transactions, and submitting transactions.

Script Updates:

• mithril-infra/assets/tools/pool/_prelude.sh: Added latest keyword to CARDANO_CLI_CMD to ensure the latest era is used when querying the Cardano tip.
• mithril-infra/assets/tools/pool/create-keys.sh: Incorporated CARDANO_ERA in all Cardano CLI commands to ensure compatibility with different eras.
• mithril-infra/assets/tools/pool/query-stake-pool.sh: Added CARDANO_ERA to all Cardano CLI commands for querying stake pool information.
• mithril-infra/assets/tools/pool/register-stake-address.sh: Updated to include CARDANO_ERA when querying the Cardano tip and building transactions.
• mithril-infra/assets/tools/pool/register-stake-pool.sh: Updated to include CARDANO_ERA in commands for generating metadata hash and querying the Cardano tip.

Miscellaneous:

• mithril-infra/README.md: Updated examples to use GENESIS_FILE=**YOUR_SHELLEY_GENESIS_FILE** for clarity.
• mithril-infra/assets/infra.version: Bumped version from 0.3.5 to 0.3.6.
