[IN-19]: add actions for dynamic environments base on PRs

Dynamic Environments with ArgoCD

Related task: IN-19

The reason for this is to give developers an easy way to test and review Pull Requests.

To do that:

• Add Actions to Build and Publish PR Preview images. Wait for ArgoCD to deploy the preview app. And get the url.
• Add Action to listen for slash commands on PR message to update-preview or check-preview, those commands will be processed on other repository.
