Description

This PR updates Diffusers to version 0.27.0 and Accelerate to 0.28.0

Both updates have been tested by me and Ryan (Diffusers only), and it seems like the deprecation in 0.27 isn't an issue anymore (it was in their GitHub main last week).
Should be safe to merge. After this PR we can update Pytorch to 2.2.X, see #5860
