有些特殊码流，先有PES, 导致psm_fetch 检查psm时，会自动增加一个stream,导致stream_count 为1；随后解析的PSM，刚好也只有一个流，但是解析psm时，是根据stream_count 来判断是否调用notify 回调，导致不会调用发现流的notify 回调
