Changed the default tile server to german fork, because old server blocked requests from electron

New Features: Substitute modules and Framelimits
Starting with this version you can
- Specify the number of history and forecast layer that are played on the map
- Set substitute modules that are shown/hidden when onlyShowOnRain option is enabled

This version introduces some new settings for the new timeline feature.
