Also renamed `tsl/float8.h` to `tsl/ml_dtypes.h`, since it loads all types from the `ml_dtypes` library, which now includes more than just `float8` types. This is a prerequisite to adding proper dtype support. Exposes `tsl::int4` and `tsl::uint4` (with corresponding `tensorflow::` versions) into the platform list of types. PiperOrigin-RevId: 561481592
