Support for ordinary arrays

• configure now checks compiler for correct bounds of ordinary (i.e. non-allocatable) assumed-rank arrays and modifies code, if needed.
• transformation supports offsets.
• bandwidth test supports a single variable.
• check for correct libtool version.
