Replace the url parameter with a create parameter as follows to use a diagram as a template:

The diagram can also be used as a template by clicking "From Template URL" in the create dialog and entering an URL of the form https://raw.githubusercontent.com/jgraph/drawio-diagrams/dev/diagrams/schema.xml
To use a diagram from this repository as a template in diagrams.net, create the URL by replacing the %filename% in https://raw.githubusercontent.com/jgraph/drawio-diagrams/dev/diagrams/%filename%, encode the value as a URL (eg. by using https://jgraph.github.io/drawio-tools/tools/convert.html and clicking URL encode) and add the resulting value after https://app.diagrams.net/#U
