Closing as this does not solve the problem fully and it is a bit more complicated. I ended up writing a WP-CLI command for the import from Drupal to WordPress. |

This checks that the language matches across the tables and prevents two rows with the same ID to be queried.
It works on the Drupal 7 multilingual database that I have. I have not been able to test elsewhere.
