fix: loosen constraint of @types/node version

The linked changes call deno publish directly instead of using this package here. devDependencies are only installed when you clone this repo and work on the code directly. They are not installed when you call npx jsr.

I see. Where else are the relevant types defined?

Not sure, this error seems to be coming from the deno binary as that's what npx jsr ultimately invokes. Best to file an upstream issue here: https://github.com/denoland/deno/issues
