This was done in order to avoid conda/mamba issues showing up like: ``` RemoveError: 'requests' is a dependency of conda and cannot be removed from conda's operating environment. ```
We already do this via testing upgrade from "latest", but I think its useful that we declare this explicitly as we may release tljh 2 soon with jupyterhub 5.

Ended up doing many things, and that led to spotting things needs doing in hubtraf and idle-culler. Draft until i can refine this
