From Aim2 of my proposal: OFO-frictionless datapackages.
D2.2 FAIR Semantics: First recommendations check this out and cite it for paper2 mentions/recommends the Use of OBO ontologies (among many other things). Also http://bartoc.gbv.de/registries

Briefings in Bioinformatics This seems very relevant for OBO-frictionless story.
Problem solving protocols: protocols for solving a specific problem using different sets of programs (2000-5000 words)
seems relevant for paper2 looks like it could also be perspective.
Descriptions of the development and content of ontologies of relevance to the biomedical community and the tools specific to the use of these ontologies.
Articles relevant to the annotation process such as standards for curation, annotation best practices, annotation methodologies, the use of automated and semi-automated methods for annotation and the measures for annotation consistency.
Perspective manuscripts describing novel approaches, technologies, standards, or methods for database and/or annotation explorations including comparisons of state-of-the-art approaches. Perspectives can also include opinion pieces addressing challenges or debates in the field of biological databases and biocuration.
Frontiers: Technology and Code see bottom of page
Bioinformatics Databases and Ontologies application note here perhaps.
Maybe paper3?
This category includes: Curated biological databases, data warehouses, eScience, web services, database integration, biologically-relevant ontologies. We will consider applications in any of the above areas. Descriptions of databases will not be published if they have been previously described unless there have been substantial changes or enhancements that represent a fundamental change in the database. We encourage Application Notes describing programmatic interfaces to biological data and services.
ICES Journal of Marine Science less relevant
Quo Vadimus articles: describing the future landscape/potential of a topic, issue, discipline or technology.
Perspective articles present a viewpoint on a specific area of investigation. They should provide the following: 1) Discuss current advances and future directions, 2) Clear presentation of the authors’ perspective, 3) Accurate presentation and citations of other authors’ work, 4) May include original data as well as personal insights and opinions. Perspective articles are peer-reviewed, have a maximum word count of 3,000 and may contain no more than 2 Figures/Tables. Authors are required to pay a fee (B-type article) to publish a Perspective article. Perspective articles should have the following format: 1) Abstract, 2) Introduction, 3) Subsections relevant for the subject, 4) Discussion.
Association for Information Science & Technology asis&t have a Brief Communication section:
These are short (1000-2000 words), tightly scoped scientific papers that introduce new findings, discuss novel approaches, or propose a critical change to an existing method, technique or system. Brief communications focus on describing specific advances in emergent or important areas of information science in ways that do not require significant literature evidence or theory development.
