Supported SA-MP versions: 0.3.7-R1, 0.3.DL-R1
Download ...Setup.exe from the latest release, run it and follow the installer guide.
To build mod_sa you'll need to have Microsoft Visual Studio at least version of 2012 with C++ tools and DirectX 9 SDK installed.
Open appropriate mod_sa_VS20XX.sln from the src folder with your Visual Studio and you are ready to compile.
