The current armeb frag cannot be used for ixp4xx platform.
So we need to add a new armeb-xscale rootfs.

So I guess we also need to do something special to get this image built with Jenkins.

Starting with PR kernelci#12, bootrr will depend on tpm2-tools to
run some TPM chip sanity checks on boot, so we need to
make this dependency explicit and for safety also enable
it directly in the baseline config fragment.
