This is WIP attempting to implement support for views in PostgreSQL driver and then using them to create materialized views of latest bugs/issues/incidents. It largely works, but the main problem with it, that it breaks the assumption that once we load data into the database, we can immediately generate notifications from. We can of course add a delay to notification generation, but that would be just more awkward. I'll leave this approach on the back burner for now, to perhaps reuse later.
