New release classifier and configuration format

The new release classifier accepts many previously unknown versions, catches prereleases much better and got proper automatic testing.

The configuration of the bot is now done in a single file called config.json.

Pipenv, black and logging were added for better code and debugging, "title", "date" and "version type" were added as qualifiers and various bugs were fixed.

Significantly increase number of covered projects

Thanks to @Nudin, the number of covered projects could be significantly increased.
